John Thomas

JFT Management Consulting, former Commissioner of the Coast Guard and ADM in Fisheries and Oceans, Transport Canada and Correctional Services Canada.

John Thomas, President of JFT Management Consulting Inc., has an exceptional record in improving management practices in departments and agencies in the Canadian Government and the United Nations. In Dec 2004 the National Quality Institute (NQI) and JFT Management Consulting announced that they had signed a Strategic Alliance Agreement to work together implementing NQI quality programs. Since then, JFT Management Consulting has been assisting organizations in meeting client and stakeholder as well as their own requirements through a results-based program defined by "best practices" benchmarks, excellence criteria, performance standards, and the proven process improvement as embedded in the NQI Excellence Program. John Thomas is a Director in the Canadian Public Sector Quality Association as well as the National Capital Quality Conference. Both organizations work to bring various approaches to quality such as NQI, ISO, and ASQ and all three levels of government together to improve quality management in the public sector in Ottawa. John Thomas provides training in all aspects of Quality Management and Process Improvement and has been doing this for several years.

He received a Bachelor of Engineering from the Royal Military College, a Master of Science in Naval Architecture from University College in London, England, a Masters in Business Administration at the University of Ottawa and he is also a Certified Management Accountant

After Mr. Thomas left the navy he joined the Public Service in the Office of the Comptroller General of Canada. He continued his career as Comptroller for the Department of Fisheries and Oceans before he moved to Correctional Service Canada as Assistant Commissioner, Corporate Management. In 1993 Mr. Thomas was appointed Commissioner of the Canadian Coast Guard and in April 1995, assumed responsibility for the integration of Canadian Coast Guard with Fisheries and Oceans. He then assumed broader responsibilities as the Senior Assistant Deputy Minister of Fisheries and Oceans.

On March 18, 1997, Mr. Thomas left the public service and assumed the position of President of Saint John Shipbuilding Limited, Halifax Shipyard Limited and four other affiliated companies. He moved the companies from military to commercial construction, centralized support services and built an integrated logistic support capability for the Navy.

In 1999, Mr. Thomas established JFT Management Consulting Inc. He has been providing consulting services in the areas of results-based management and budgeting, risk management, performance management, organizational development, strategic change management, and quality management.
