Join one of Canada's leading experts on integrated management as he walks through a step-by-step process for implementing the TBS Management Accountability Framework (MAF).
This workshop will demonstrate how all ten of the elements of the TBS Management Accountability Framework can be developed and implemented in an integrated manner as follows:
- Governance: through establishing a corporate management framework - the MAF to implement the Mandate and Vision; leading policies and programs, cohesive leadership committed to the Strategic Direction; cohesive organizational structure; decision making process and structure; clarity of roles and responsibilities; communications and demonstrating commitment to performance improvement, monitoring, auditing and reporting on program performance.
- Strategic Planning: through a client needs analysis, management capacity check, risk analysis, environmental scan leading to concrete objectives, priorities, key risks and strategies for addressing same; clarity of Strategic Direction and its understanding by all; a management improvement agenda
- Policies and Programs: through developing the capacity and teamwork to assure that Policies are developed taking into account a process that identifies key issues, assesses options and provides expert advice to Ministers. That Programs are designed and implemented that take into account client needs, modern approaches to service delivery with a capable workforce and adequate resources.
- Business Planning: a basis for priority setting and decision-making, which allocates resources to results; provides a basis for accountability for results; and performance measures to assess progress; and identifies operational and project risks.Resultsbased budgeting: which assigns direct costs to specific results and attributes and/or allocates management costs to direct costs in some areas and allows for clear differentiation between Program and Management costs; which ties the planning to the financial system by integrating resources and activities to Projects, and Projects to Outcomes in the "ERP Logic Tree". Mature Risk Management: through assessing risk at the Strategic, Operational and Project levels, incorporating performance measures related to risk management and reporting on results of risk mitigation strategies as part of an Executive Scorecard.
- Rigorous Stewardship: that provides for financial authority and delegations in line with need and competencies; where training is provided in resource management including resource allocation, financial control, expenditure management and financial reporting linked to operational information; appropriate information is provided to resource managers; and best use is made of expert financial assistance.
- Clear Accountability: at the corporate level as developed in the Results Based Management Accountability Framework (RMAF) and the Risk Based Audit Framework (RBAF); through clear functional roles, accountabilities and responsibilities; delegations appropriate to capabilities; cascading commitments incorporating the results, risks and resources for program delivery into the Performance Management Agreements of all managers, the Business Plans of the organization and in the reporting to executive management
- Motivated People with Public Service Values: through recruiting and developing public servants that are guided in their work and their professional conduct by a balanced framework of public service values: democratic, professional, ethical, and people values; through involving managers at all levels in the implementation of the Management Accountability Framework; provision of training, tools and a supportive environment enabling people to develop to their potential; and a culture of continuous improvement and dedication to public service.
- Enabling Infrastructure: Operational Policy Directives to ensure that programs are delivered in a consistent and efficient manner; and Provision of Technology and Facilities so that services can be provided in an efficient and effective way while ensuring stewardship over all resources.
- Citizen Focused Service Delivery: through considering citizen needs in the strategic planning; ensuring that business planning is focussed on service delivery; providing infrastructure for modern service delivery; and responding to client satisfaction performance measures.
- Results and Performance Measurement, Monitoring and Reporting: through linking strategic objectives, priorities, risks, costs and performance measures by client and/or product as the situation demands, presenting this information in an integrated manner to responsible managers, and monitoring of performance and risks by executive management.
- Learning, Innovation and Change Management: through committing to becoming a learning organization that invests in the lifelong learning of its employees in line with the new Policy for Continuous Learning in the Public Service of Canada; providing an enlightened environment where people are encouraged to be innovative within an established framework of risk management; and managing change to the benefit of both the citizens and the people within the organization.
